The maritime sector is undergoing its most significant regulatory shift in decades and qualified HSEQ professionals are in short supply across all three sectors. India is at the centre of this, with the world's largest ship recycling yards at Alang, a growing domestic fleet, and expanding ship management companies creating real immediate demand.
- Ship Building: dedicated HSEQ functions are mandatory in shipyards covering fire risk, confined space, toxic materials, and contractor management. Indian yards keep actively hiring for these roles.
- Ship Management: shore-based HSEQ professionals manage PSC inspections, oil major vetting, ISM audits, MLC compliance, and incident investigation for vessels under management
- Ship Recycling: the Hong Kong Convention and EU Ship Recycling Regulation are driving HSEQ investment at recycling facilities, creating strong demand for professionals in hazardous materials, IHM, and environmental monitoring

About the Speakers
Capt. Amandeep S. Bhalla
Marine Head (India) - HSSQE assurance and Marine Ops.,Master Mariner with over 20 years of sailing experience on oil tankers, including command of VLCCs and Aframax vessels. Brings over a decade of expertise in Marine Quality Assurance, Vetting, and Marine Operations. Proven leader managing HSSEQ and operations for 45+ vessels across oil/chemical tankers and bulk carriers, including third-party vessel management.
His transition from sea to shore:
- Sailed as Deck Officer and Master on oil tankers for over 17 years with Wallem Ship Management and MMS Tokyo
- Stepped ashore in 2015 as a Marine Consultant handling pre-vetting inspections and ISM/ISPS/MLC internal audits
- Joined d'Amico in 2016 as Marine Superintendent — HSSEQ, Vetting and Quality Assurance
- Progressed to Senior Marine Superintendent and Marine Head (India), his current role since 2020
Certified ISM, ISPS, and MLC auditor, and “Train the Trainer” with proficiency in Behavioural Competency Assessment (BECAV). Successfully led company compliance initiatives aligned with key regulatory frameworks including TMSA 3, MEG 4, SIRE 2.0, and RISQ 3.2.
Capt.Vineet Shukla
Director-Education at Sea and Beyond,Capt. Vineet Shukla is a seasoned maritime professional with 30+ years of experience, primarily on tankers, and strong expertise in ship management, education, and ship recycling. His command-level experience and roles as Marine Superintendent, DPA/CSO, and internal auditor make him a respected mentor in the industry.
After moving ashore, he expanded into maritime education, designing practical upskilling programs for seafarers and maritime professionals. As Director–Education at Sea and Beyond, he guides individuals through career transitions, job selection, and higher education pathways.
With deep knowledge in HSEQ, inspections, tanker operations, and regulatory compliance—supported by leadership experience with Maersk—he offers clear, practical advice for those aiming to move ashore or advance into management roles.
Holding a Master (FG) license along with DPA/CSO, Internal Audit, and IHM/HAZMAT certifications, Capt. Vineet continues to provide professionals with clarity, confidence, and direction in their maritime careers.
Work Experience:
Sailing experience for 18 years, mostly on tankers (including 4 yrs as Master).
4 years of experience as Marine S'updt/DPA/CSO
7 years with Maersk Ship recycling
Mr. Sandeep Guglani
Senior Environment Compliance Auditor, Anglo-Eastern Ship Management Ltd., Hong Kong,He is a Marine Engineer who sailed to Chief Engineer level before transitioning into environmental compliance and HSEQ,
He brings both engine room experience and deep regulatory expertise to this session. He currently leads environmental audits, compliance reviews, and onboard training for a diverse fleet at Anglo-Eastern Ship Management, one of the world's largest ship management companies.
His transition from sea to shore:
He joined Anglo-Eastern Ship Management as Engine Cadet in 2005 and progressed to Chief Engineer on bulk carriers
He transitioned ashore into HSEQ with a focus on environmental compliance and auditing
Currently serving as Senior Environment Compliance Auditor at Anglo-Eastern since 2021, covering EEXI evaluation, SEEMP, MARPOL compliance, EU-MRV, and IMO-DCS reporting for vessels across fleet types
He holds a MEO Class I certificate, a degree in Marine Engineering, and is trained in Integrated Management Systems covering ISM, ISPS, ISO 9001, ISO 14001, and ISO 45001. He has hands-on experience in accident investigation, environmental non-compliance investigations, and onboard crew training.
