Job Description


The Crewing Officer will be responsible for planning, sourcing, deploying, and administering qualified seafarers and offshore personnel for offshore support and diving support vessels. The role will ensure vessels are appropriately crewed in line with Safe Manning requirements, client requirements, and applicable Flag State, DG Shipping, and international regulations.

The role involves end-to-end crew planning, recruitment, deployment, certification, compliance, training coordination, payroll inputs, welfare support, and crew reporting. The Crewing Officer will work closely with the Crewing Manager, vessel Masters, technical and operations teams, manning agents, clients, medical providers, travel agencies, and authorities.

Key Responsibilities

Crew Planning & Deployment

  • Maintain crew rosters, rotation schedules, relief plans, and leave schedules for assigned vessels.
  • Ensure vessels meet Safe Manning Document requirements and additional client competency requirements.
  • Coordinate crew changes, including travel, visas, accommodation, transfers, and joining formalities.
  • Plan ahead for contract expiries, promotions, project mobilisation, and demobilisation.
  • Ensure timely deployment of qualified crew for offshore and specialised vessel operations.

Recruitment & Selection

  • Source officers and ratings through manning agents, databases, referrals, and other recruitment channels.
  • Screen applications and verify certificates and sea service records.
  • Coordinate interviews with Technical and Marine Superintendents.
  • Conduct reference checks and verify documents with issuing authorities where required.
  • Maintain a pool of pre-approved candidates for key positions such as Master, Chief Engineer, DPO, and ETO.

Compliance & Documentation

  • Verify CDC, passport, INDoS, CoC, CoP, STCW, DP certification, and offshore safety certificates.
  • Verify BOSIET/HUET, medical, sea survival, and other required offshore certifications.
  • Ensure Seafarer Employment Agreements and wages comply with MLC 2006 and applicable Indian regulations.
  • Monitor medical certificates and required vaccinations.
  • Maintain accurate crew records and documentation for ISM, MLC, client, and Flag State audits.
  • Handle RPSL/DG Shipping documentation, sign-on/sign-off reporting, and crew lists.

Training & Competence

  • Track certificate expiries and identify crew training requirements.
  • Coordinate refresher, statutory, and offshore-specific training.
  • Support competence assessments, appraisals, and succession planning.
  • Ensure crew familiarisation and onboarding are completed upon joining.

Payroll & Crew Welfare

  • Provide accurate payroll inputs for wages, overtime, allowances, and deductions.
  • Resolve crew payroll-related queries and coordinate necessary corrections.
  • Handle crew allotments, insurance, P&I-related matters, and medical claims.
  • Act as a shore-based contact for crew welfare, family matters, grievances, and emergencies.
  • Support crew-related incidents, repatriation, and medical evacuation when required.

Reporting & Coordination

  • Report crew status, manning levels, vacancies, and compliance risks to the Crewing Manager.
  • Prepare MIS reports covering crew status, certificate expiry, turnover, and crew costs.
  • Liaise with vessel Masters, Technical and Operations teams, manning agents, medical clinics, travel agents, and authorities.
  • Support client crew matrix submissions and tender requirements.

Requirements

  • Graduate in any discipline.
  • Marine background such as ex-seafarer, Master Mariner, Chief Engineer, or Class IV/III Officer will be highly preferred.
  • 2–4 years of relevant crewing or manning experience.
  • Experience with offshore, DSV, OSV, or other specialised vessels preferred.
  • Sound knowledge of STCW, MLC 2006, ISM Code, DG Shipping regulations, RPSL, and CDC/INDoS processes.
  • Familiarity with DP certification, IMCA competence frameworks, and offshore client requirements will be an advantage.
  • Strong planning, coordination, and problem-solving skills.
  • Excellent communication skills with seafarers, clients, agents, and internal stakeholders.
  • Strong attention to detail in documentation and compliance.
  • Proficiency in MS Office and crew management software such as Sertica, Shipsoft, or similar systems.
  • Willingness to work flexible hours and handle out-of-hours crew emergencies.

Key Performance Indicators

  • Percentage of vessels fully and compliantly crewed at all times.
  • Timely execution of crew changes without delays or non-conformities.
  • Zero certificate-validity non-conformities during audits and inspections.
  • Time taken to fill crew vacancies.
  • Crew turnover and retention.
  • Accuracy and timeliness of payroll inputs.
  • Timely completion of statutory and crew documentation.
