Job Description


We are hiring an Urban Planner to support the Technical Support Unit (TSU) being established for the Urban Development & Housing Department (UD&HD), Government of Bihar. The role will contribute to the planned development of satellite townships across 11 locations in Bihar, with a focus on spatial analysis, master plan reviews, micro-level planning, development strategies, and project implementation.

The Urban Planner will support senior experts and the leadership team in planning, research, stakeholder coordination, project management, and preparation of technical and strategic planning outputs. The position requires strong analytical and technical capabilities along with demonstrated experience in urban and regional planning projects.

Key Responsibilities

  • Support the review of master plans and preparation of micro-level plans for proposed satellite townships.
  • Analyse settlement patterns, growth trends, and functional linkages across identified township locations.
  • Coordinate with government departments to collect and organise relevant datasets.
  • Prepare regional base maps, thematic maps, and spatial overlays for planning analysis.
  • Review relevant Acts, Rules, Development Control Regulations (DCRs), TDR, TOD, and land development policies.
  • Support the preparation of urban design, street design, and form-based development guidelines.
  • Assist with land assembly and Town Planning Scheme (TPS) implementation.
  • Support urban design and demonstration projects in priority township areas.
  • Prepare detailed action plans, implementation strategies, financial plans, and project phasing for proposed interventions.
  • Record proceedings and key outcomes from stakeholder meetings.
  • Prepare reports, planning documents, presentations, and communication materials.
  • Handle information requests, correspondence, conference calls, and meeting schedules.
  • Support content development and organisation of capacity-building workshops.
  • Prepare materials for publication and knowledge management activities.
  • Assist senior experts and leadership teams with group discussions, roundtables, and consultations.
  • Develop work plans, staffing plans, project schedules, and meeting plans.
  • Support management of project work and contracts, including progress reporting.
  • Undertake site visits, field observations, and ground-truthing activities as required.
  • Contribute to occasional social media content and communication showcasing the Centre's work.
  • Coordinate with internal and external stakeholders to ensure timely delivery of project activities.

Requirements

  • Bachelor's or Master's degree in Urban Planning, Regional Planning, Town Planning, Architecture, or a related discipline.
  • More than 5 years of relevant, full-time professional experience.
  • Demonstrated experience in urban and regional planning projects.
  • Strong understanding of master planning, spatial planning, and micro-level planning.
  • Experience in spatial analysis, thematic mapping, and preparation of planning outputs.
  • Knowledge of DCRs, TDR, TOD, land development policies, and Town Planning Schemes will be preferred.
  • Experience supporting urban design and development strategy initiatives.
  • Strong research, analytical, and report-writing capabilities.
  • Excellent stakeholder coordination and communication skills.
  • Proficiency in MS Office, particularly Excel and PowerPoint.
  • Knowledge of GIS and other spatial planning tools will be an advantage.
  • Strong project coordination and documentation skills.
  • Ability to manage multiple workstreams, schedules, meetings, and deliverables.
  • Willingness to undertake field visits across project locations in Bihar.
  • Strong written and verbal English communication skills.
