Job Description


We are hiring a Learning & Development Manager – Deck for a leading global ship management company. This is an excellent opportunity for experienced Master Mariners with LPG/Gas Carrier sailing experience to transition into a strategic shore-based role focused on developing deck officers, enhancing operational competency, and driving learning excellence across the fleet.

Key Responsibilities:

  • Design, implement, and continuously enhance learning and development programmes for Deck Officers across the fleet.
  • Develop competency frameworks, training matrices, and career development pathways aligned with company and industry standards.
  • Identify training needs through performance reviews, audits, incident investigations, and operational feedback.
  • Coordinate and deliver classroom, simulator, onboard, and e-learning programmes to improve operational performance.
  • Ensure all training programmes comply with STCW, IMO, ISM Code, company policies, and regulatory requirements.
  • Collaborate with Fleet Operations, Technical, Marine, HSSEQ, and Crewing teams to support officer development and succession planning.
  • Evaluate training effectiveness through assessments, KPIs, competency evaluations, and continuous improvement initiatives.
  • Maintain training records, certification compliance, and documentation while supporting inspections and audits.
  • Mentor and coach Deck Officers to enhance leadership, navigational safety, cargo operations, and operational excellence.
  • Support the implementation of new technologies, procedures, and best practices across the fleet.

Requirements:

  • Master Mariner (Master's Certificate of Competency) is mandatory.
  • Sailing experience as a Master on LPG/Gas Carrier vessels is mandatory.
  • Gas Carrier experience is non-negotiable, with Ethylene carrier experience strongly preferred.
  • Candidates with Command experience will be given first preference.
  • Where command experience is unavailable, candidates holding a Master Mariner Certificate of Competency or Chief Officer qualification with relevant gas carrier experience may also be considered.
  • Strong knowledge of STCW, ISM Code, SOLAS, MARPOL, cargo operations, navigational safety, and maritime training standards.
  • Experience in training, competency management, mentoring, or officer development will be an added advantage.
  • Excellent communication, presentation, stakeholder management, and leadership skills.
  • Willingness to relocate to Makati City, Philippines.
